Each player chooses a number of lands he or she controls equal to the number of lands controlled by the player who controls the fewest, then sacrifices the rest. Players discard cards and sacrifice creatures the same way.
In a format where the Power 9 is possible, Balance can create a crushing turn one play where you are able to set yourself ahead on board while also wrecking your opponent's opening hand. If you're able to drop a Sol Ring, and a pair of Mox with a land, your opponent gets a forced mulligan to 3. Ouch!
