When Thassa's Oracle enters the battlefield, look at the top X cards of your library, where X is your devotion to blue. Put up to one of them on top of your library and the rest on the bottom of your library in a random order. If X is greater than or equal to the number of cards in your library, you win the game. (Each in the mana costs of permanents you control counts towards your devotion to blue.)
Pro Tip! This unsuspecting 1/3 has had a huge impact since the release of Theros Beyond Death. It's currently banned in Historic, where it enabled combo wins with Tainted Pact. While most of its best enablers are no longer legal in Pioneer, Thassa's Oracle could become a game-winning card in that format again soon.
